The State Council Information Office released the 2021 White Paper on China's China made significant progress in IP protection system construction, approval and registration, cultural development, and international cooperation.
China's achievement in IP protection in 2021 was widely recognized by innovators from various countries and the international community. Social satisfaction with IP protection rose to 80.61 points (100 point scale), an increase of 0.56 points over last year. According to the 2021 Global Innovation Index Report released by the World Intellectual Property Organization, China ranks 12th, up two places from the previous year, maintaining a positive trend of innovation for nine consecutive years.
In terms of system construction, all relevant departments performed their duties in accordance with the law, continuously improved the IP laws and regulations, and enhanced the legalization of IP protection. In 2021, China revised two IP laws and regulations; issued four judicial interpretations on IP protection; issued more than 20 policy documents for the implementation of IP protection.
The number of IP approvals and registrations continued to grow, and the quality and efficiency of patent examination improved significantly. In 2021, China granted 696,000 invention patents, a year-on-year increase of 31.3%. The number of trademark registrations was 7.739 million, a year-on-year increase IP Protection Status at a press conference. The white paper shows that in 2021, of 34.3%. Chinese applicants submitted 5,928 applications for the international registration of Madrid trademarks, ranking third in the Madrid Union. The total number of copyright registrations was 6.2644 million, a year-on-year increase of 24.30%. There were 9,721 applications for new varieties of agricultural plants, a year-on-year increase of 22.85%.
In terms of cultural construction, great efforts were made to study and implement the important instructions and expositions of General Secretary Xi Jinping on comprehensively strengthening IP protection, as well as the reports made by the Central Party Committee and the State Council, discern the new situation and new tasks, and tell China's IP stories from multiple perspectives to show the image of a civilized and a responsible nation. In 2021, China recorded over 100,000 major media reports on IP protection, with nearly 4 billion engagements on new media platforms.
In terms of international cooperation, China deepened exchanges and cooperation with international organizations such as the World Intellectual Property Organization and IP institutions in various countries and regions, and participated in the formulation of international rules to promote the development of the global IP governance system in a fairer and more reasonable direction. And the country formally submitted a request to accede to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
