In 2023, 414 of the top 500 China's private enterprises have obtained their key technologies through independent development and research. The All-China Federation of Industry and Commerce recently issues the list of "2023 China Top 500 Private Enterprises" and the Research Analysis Report on 2023 China Top 500 Private Enterprises, signifying that private enterprises have maintained a steady growth, improved their innovative capacity and become a crucial force in innovation.
Development of China's private enterprises is supported by robust policies on intellectual property rights by central government departments and local governments. In July of this year, Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy was released, which addressed some primary concerns of private enterprises. It also emphasized the continuous efforts to improve the intellectual property protection system and strengthen protection measures for original innovations of small and medium-sized private enterprises (SMEs). The Notice of Implementing Several Recent Measures to Promote the Development of the Private Economy was released in the same month. As required by the Notice, multiple departments, including the China National Intellectual Property Administration (CNIPA), called for the support of registration of specialized, refined, differential, innovational enterprises ("Little Giants") and high-tech enterprises at national intellectual property protection center locally, and provided expedited preliminary examination, right confirmation and right protection for them.

A leader of the company expresses that the government highly values and supports private enterprises in intellectual property creation and technological innovation, and this further strengthens the group's determination to pursue technological innovation and actively strengthen intellectual property layout.
Intellectual property protection serves as a key part in creating a favorable business environment, and will greatly stimulate innovative spirit and creativity of private enterprises. Private enterprises are increasingly raising awareness of intellectual property protection, pushing regions to progressively refine and implement such policies. Particularly, in Fujian, which is renowned for its "Quanzhou Economy" and "Jinjiang Experience" under private economy, a series of 37 policy measures have been unveiled to bolster private economy. According to these measures, great efforts should be made to enhance intellectual property protection for SMEs through building a harmonious protection system characterized by provincial, municipal, and county-level cooperation, and combination of administrative law enforcement and criminal justice.
Intellectual property commercialization is a paramount measure to unleash vitality of private economy, and has been a focal point in fostering the development of private enterprises in different regions. For example, Shaanxi Province enacts the Ten Measures to Vigorously Serve the Highquality Development of the Private Economy, encouraging banking institutions to standardize financing pledged by intellectual property rights and broaden financing channels, in order to alleviate financing difficulties of private enterprises. The leader of Xi'an Intellectual Property Office introduces that this move is expected to benefit a total of 3.0023 million private enterprises registered in Xi'an.
It is hoped that there will be more intellectual property policies and measures to "handle concrete affairs in a down-to-earth manner" and "solve difficulties". These initiatives will bring a bright prospect for private economy.
