Remarkable Results Achieved in the Special Campaign on Patent Commercialization and Utilization
An Ecosystem for Patent Commercialization Has Initially Taken Shape
According to recent information from the China National Intellectual Property Administration (CNIPA), since the issuance and implementation of the Special Action Plan for Patent Commercialization and Utilization (2023–2025) by the General Office of the State Council in October 2023, CNIPA has worked in close collaboration with relevant departments and local governments to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council. The special campaign mechanism has been fully leveraged, and policies such as the Action Plan for Activating Dormant Patents in Universities and Research Institutions, the Implementation Plan for Promoting SME Growth through Patent Industrialization, and Several Measures for Enhancing the Intellectual Property Value Chain in Key Industries have been systematically organized and carried out.
After more than a year of effort, public awareness of patent commercialization has steadily increased, the previously dominant “quantity-first” mindset has been effectively reversed, and an ecosystem for patent transformation and utilization has initially taken shape. The campaign has achieved significant progress in all its key objectives.
It is reported that these results are reflected in the following aspects:
First-ever national inventory of dormant patents in universities and research institutions:
Over 2,700 universities and research institutes across the country were guided to complete an inventory of 1.349 million dormant patents. In addition, more than 450,000 innovative enterprises were organized to conduct patent value assessments, and 680,000 invention patents were selected to enter the convertible patent resource pool.
A clearer pathway for SME growth driven by patent industrialization:
More than 9,000 high-growth small and medium-sized enterprises were selected for focused support, including patent examination, protection and enforcement services, and operational support. Model enterprises are being cultivated with patent industrialization as their growth pathway. In 2024 alone, patent matchmaking events led to investment and financing agreements totaling over 20 billion yuan.
Significant progress in strengthening and optimizing the IP value chain in key industries:
Guidelines were formulated and released for the establishment and management of industrial IP operation centers, and support was given for the exploration and development of patent pools in key industrial sectors. In 2024, more than 3,100 patent-intensive products were certified, with a total output value of 940 billion yuan. The added value of patent-intensive industries nationwide accounted for 13.04% of GDP.
