Recently, the First Annual Meeting of the Guangdong Alliance of Public Service Outlets for Intellectual Property Information was held in Guangzhou. At the meeting, the “Chief Intellectual Property Officer (CIPO)” regime implemented by the Municipal Administration for Market Regulation was successfully selected as an Outstanding Case of Guangdong Intellectual Property Information Public Service for 2025.
Under the theme of “Integration of Technology and Industry, Empowering Guangdong through IP — Artificial Intelligence Building a New Ecosystem for Intellectual Property Public Services,” the conference marked a major industry event in the field of IP public services across the province at the outset of the 15th Five-Year Plan period.
As a representative of the outstanding cases, the Head of the Practice Base of the China Intellectual Property Training Center (Foshan, Guangdong) delivered a keynote presentation. Guided by the China Intellectual Property Training Center, the Municipal Administration for Market Regulation has, relying on the Foshan Practice Base, established a structured advancement pathway centered on the CIPO regime. Focusing on three core pillars — talent empowerment, service quality enhancement, and dual circulation — the initiative has achieved replicable and scalable results, earning high recognition from attending leaders and distinguished guests.
To date, the program has organized 30 specialized training sessions, reaching over 5,000 participants. It has cultivated 285 Chief Intellectual Property Officers, 392 IP specialists, and 62 technology managers. Enterprises participating in the program accounted for 45.7% of the city’s total awards at the 25th China Patent Awards and 42.8% of the awards at the 10th Guangdong Patent Awards. More than 80% of the city’s nationally recognized IP-advantaged and IP-demonstration enterprises are covered under the CIPO regime.
The selection of this initiative as an outstanding case represents strong recognition of Foshan’s achievements in intellectual property public services. Looking ahead, the Municipal Administration for Market Regulation will continue to strengthen the CIPO talent network, advance the productization and standardization of public IP services, and contribute further practical experience and robust momentum to the high-quality development of Guangdong’s IP public service system, as well as to the transformation and upgrading of Foshan’s advanced manufacturing industry.
