TISCs and national IP information service centers at colleges and universities held a seminar on November 25. He Zhimin, Deputy Commissioner of CNIPA, and Zhang Yongjun, Deputy Director of Science and Technology Development Center, Ministry of Education, spoke at the seminar. Liu Hua, Director of WIPO Office in China, delivered a message via video.
He Zhimin pointed out that, jointly promoted by CNIPA, WIPO and the Ministry of Education, remarkable results have been achieved in China's construction of technology and innovation support centers (TISCs) and national IP information service centers at colleges and universities (hereinafter referred to as "centers at colleges and universities"). These centers have become a backbone in the IP information public service system and play an important role in removing obstacles and connecting various links of IP information public services. He also stressed that, in the face of the new situation, these centers should work together to thoroughly integrate their IP service public services into the national development strategy, comprehensively improve their public service ability, and provide targeted support for the innovation and development of SMEs, so that the public and innovators can benefit from the innovative products better.
During the seminar, the 4th batch of TISCs and 3rd batch of centers at colleges and universities were inaugurated, and excellent cases of IP information services of 2021 were published via video.
So far, China has built 101 TISCs and 80 centers at colleges and universities, completing the first-phase target of TISC construction. The number of centers at colleges and universities is expected to reach 100 by the end of 2022. These TISCs and centers at colleges and universities will continue to provide high-quality, efficient and convenient services of IP information for the public and innovators, striving to forge the "advanced editions" of TISCs and play a key role in making major scientific and technological breakthroughs and building China into an IP powerhouse.
Principals of relevant departments of CNIPA and local IP offices as well as representatives of the centers were present at the event. Jiangsu IP Office, Qingdao Center for IP Affairs and Hunan University shared their experience as typical cases, and 6 TISCs and centers at colleges and universities shared work experience with their own characteristic.
