He Hua believes that the rapid increase in the number of invention patent applications has become an innovation driving force for the transformation of the economic development mode and the implementation of the intellectual property strategy.
He Hua introduced that during the "Eleventh Five-Year Plan" period, the number of patent applications in my country increased rapidly, of which 1.451 million were invention patent applications, which was 2.6 times that during the "Tenth Five-Year Plan" period. The number of utility model and design patent applications was 1.289 million and 1.554 million respectively, which was 2.4 times and 3.1 times of the "Tenth Five-Year Plan", and continued to maintain the number one in the world. The number of PCT international patent applications was 36,000, 4.3 times that of the "Tenth Five-Year Plan", rising from the tenth place in the world to the fourth place.
Domestic innovation activities are also increasingly active. According to statistics, in 2010, domestic invention patent applications accounted for 74.9% of the total invention patent applications, a year-on-year increase of 27.9%, of which job applications accounted for 76.3%. During the "Eleventh Five-Year Plan" period, a total of 50 China Patent Gold Awards (including 5 China Design Gold Awards) and 525 China Patent Excellence Awards (including 32 China Design Excellence Awards) were awarded.
He Hua said: "In recent years, the dominant position of Chinese enterprises' intellectual property rights has been continuously improved. It can be said that my country has actively promoted the pilot and demonstration work of intellectual property rights of enterprises and institutions, and has formed a national, provincial and municipal 'three-level linkage' work. pattern."
According to reports, by the end of 2010, there were 1,065, 216, and 58 national-level pilot units, demonstration establishment units, and demonstration units, respectively; provincial and municipal demonstration enterprises exceeded 1,000, and pilot enterprises exceeded 10,000. Cooperate with the Ministry of Finance to carry out the special work of subsidizing foreign patent applications, and support enterprises to implement the "going out" strategy. During the "Eleventh Five-Year Plan" period, the number of enterprise patent applications was 1.62 million, quadrupling compared to the "Tenth Five-Year Plan" period. Patent applications for inventions in cutting-edge technology fields have increased by more than 5 times, and a group of companies with intellectual property advantages in the petrochemical and telecommunications fields have formed patent breakthroughs in core technologies.
