At the meeting, Shen Changyu made a general speech on behalf of the Chinese government delegation. In his speech, he briefly briefed the latest progress of China's intellectual property work in the past year. He pointed out that over the past year, China has taken a series of new measures and made a series of new deployments on intellectual property work. Especially at the end of last year, the General Office of the State Council issued the Action Plan for Deeply Implementing the National Intellectual Property Strategy (2014-2020), which made new arrangements for the development of intellectual property in the future, which clearly proposed to build intellectual property Powerful country. In March this year, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Institutions and Mechanisms and Accelerating the Implementation of the Innovation-Driven Development Strategy" was released, emphasizing that the intellectual property system should become the basic guarantee for stimulating innovation, and a strict intellectual property protection system should be implemented to protect intellectual property rights. Shen Changyu emphasized that the Chinese government has always attached great importance to intellectual property protection. In order to strengthen intellectual property protection, it has actively promoted the revision and improvement of laws and regulations such as the Patent Law and Copyright Law, so as to provide better legal support for intellectual property protection; Strengthen judicial protection of intellectual property rights; at the same time, further strengthen administrative enforcement, crack down on various infringements, and strive to create a fair, just, open and transparent legal and market environment for domestic and foreign enterprises.
Shen Changyu put forward some views on the international affairs of intellectual property under the framework of WIPO. First, WIPO should continue to play and enhance the irreplaceable role of WIPO in formulating international intellectual property rules, effectively promote the formulation and improvement of various international intellectual property rules, and make them more balanced, inclusive and inclusive. The second is to fully improve and expand the intellectual property services under the WIPO framework to make them more high-quality and efficient, and to better meet the needs of users. The third is to pay full attention to the concerns of developing countries on the development of intellectual property, and continue to further promote the implementation of the recommendations of the "Development Agenda". Shen Changyu said that the Chinese government will, as always, support the work of WIPO and its various committees, and continue to provide developing countries with intellectual property capacity building support and technical assistance within its capabilities, and on the multilateral stage of WIPO, it will contribute to the international intellectual property system. At this conference, WIPO member states will conduct consultations on 32 topics including program budget, WIPO committees and international normative framework, and global intellectual property services.
