    The 14th Session of the PCT Working Group of the WIPO Held

    The14th session of the Patent Cooperation Treaty (PCT) Working Group of the World Intellectual Property Organization (WIPO) was held in Geneva, Switzerland from 14 to 17 June. Dong Cheng, Director of the Patent Examination Cooperation Guangdong Center of Patent Office, CNIPA was re-elected as the chairman of the meeting and presided over the meeting through online means.

    Commissioner Shen, Danish Ambassador Welcome Further Cooperation

    The China National Intellectual Property Administration (CNIPA) Commissioner Shen Changyu met with Danish Ambassador to China Thomas Ostrup Moller in Beijing on May 14. "In recent years, CNIPA and the Danish Patent and Trademark Office (DPTO) have implemented in-depth and pragmatic cooperation in IP legislation, patent examination, patent documentation, IP information services and patent prosecution highways (PPH)," Shen said. " In parallel, in a bid to better serve users of the two countries and enhance mutual understanding, the two offices also hosted outreaching events including seminars and round tables, which have been welcomed by companies. Such cooperation benefits immensely from the support and help of the embassy. It is believed that with the joint efforts of both sides, Sino-Denmark IP cooperation will reach a new height."

    China to Deepen Reform of Government Functions in the Field of IPR

    On May 8, the State Council Information Office (SCIO) held a regular briefing on the State Council's policy of furthering reforms to "streamline the administration, delegate power, and improve regulation and upgrade services" in the field of intellectual property rights. It is reported that such reform continues to deepen so that innovation achievements can better benefit society.

    Recently, the Key Points of the Local Intellectual Property Business Acceptance Window in 2021 was released. To enhance the service of local windows, the Key Points improves the layout of windows, the management mechanism and service capabilities. In September 2020, the China National Intellectual Property Administration (CNIPA) issued the Notice on Regulating the Names of Local Patent and Trademark Business Windows and Steadily Promoting the "One Window" of Intellectual Property Business. Relevant provinces and municipalities have promoted the functional integration of patent agencies and trademark acceptance windows and the centralized acceptance of IP business. Up to now, 27 provinces and municipalities have set up comprehensive IPR business acceptance windows across the country, establishing the "one-window" service system with a completion rate of 80%. All regions have implemented the plans of the CNIPA by promoting business integration, providing a larger scope of services, and improving the quality of services, and achieved remarkable results.

    National Base for International Intellectual Property Cooperation Inaugurated in Beijing

    On April 23, the National Base for International Intellectual Property Cooperation was inaugurated in Beijing. Deputy Commissioner Gan Shaoning of CNIPA and Deputy Secretary-general Zhang Jinsong of the People's Government of Beijing Municipality spoke at the ceremony. Gan Shaoning said in his speech that General Secretary Xi Jinping has made many important instructions on international IP cooperation, which are the fundamental guidance for our efforts in promoting IP-related international cooperation and competition. Beijing boasts rich resources for international cooperation and numerous enterprises strong on IP and has made remarkable progress in international cooperation. He hoped that Beijing can continue to bring into play its role as an international innovation center and further improve the mechanisms and channels to communicate with market players through the establishment of the international cooperation base, in order to have a better understanding of foreign-related IP demands of the market players and support their international development.

    CNIPA Commissioner Shen Changyu Delivers Keynote Speech at A Session on Intellectual Property During the Boao Forum for Asia Annual Conference 2021

    On April 19, CNIPA Commissioner Shen Changyu delivered a keynote speech at a session titled "Intellectual Property and SMEs: Taking your ideas to market" during the Boao Forum for Asia Annual Conference 2021. Shen stressed that SMEs are an important foundation to keep the market economy solidly-based and energetic in the long run, a key link to make the industrial supply chains more stable and competitive, as well as a strong support to build a new development pattern. In recent years, CNIPA has earnestly implemented the guiding principles of the CPC Central Committee and released a series of policies and measures to support the development of SMEs. First of all, IP protection has been shored up to create a good environment for business and innovation. 62 IP protection centers and IP rapid aid centers have been established nationwide to form a collective force to protect intellectual property, with 18,000 enterprises being filed, most of which are SMEs. Second, IP application has been boosted to help SMEs out of difficulties. In 2020, the amount guaranteed through patent and trademark pledge registration nationwide reached 218 billion yuan, benefiting nearly 9,000 SMEs. Third, IP-related public services have been optimized to facilitate enterprise development. 51 WIPO technology and innovation support centers (TISCs) and 60 intellectual property information service centers at colleges and universities nationwide have been established to provide SMEs with IP-related information service. Fourth, IP management has been enhanced to help SMEs get stronger and healthier. CNIPA has guided 55,000 enterprises to implement the Enterprise Intellectual Property Management and provided IP custody service for over 20,000 SMEs.

    CNIPA Prepares for the Implementation of the New Patent Law

    To implement the decisions of the CPC Central Committee and the State Council on comprehensively strengthening the protection of IP rights, and per the requirements of the Fourth Plenary Session of the 19th Central Committee of the CPC on enhancing the powers of the central government in the field of intellectual property protection and other aspects, the Standing Committee of the National People's Congress finalized the fourth revision of the Patent Law on October 17, 2020. The revision added provisions stipulating that the patent administration department under the State Council may, upon request, handle patent infringement disputes with significant impact to the country and enforce administrative adjudication on early resolution mechanisms for drug patent disputes.

    CNIPA Deputy Commissioner Gan Shaoning Meeting Latvian Ambassador to China and Her Delegation

    On March 24, Deputy Commissioner Gan Shaoning of China National Intellectual Property Administration (CNIPA) met in Beijing with a delegation led by Maija Manika, the Latvian ambassador to China. They shared the progress of IP work in their respective countries and discussed matters such as the deepening of IP cooperation between China and Latvia. Gan Shaoning remarked that the Chinese government highly values the IP undertaking and has implemented a series of policies and measures to promote innovation and IP protection. China has always protected the IP rights of international enterprises in China in strict accordance with relevant laws while providing a good business environment for domestic enterprises. Maija Manika spoke highly of China's great achievements in IP protection. She appreciated China's legal protection of the trademark rights of Latvian enterprises in China and hoped to promote further exchanges and cooperation on IP with China. At the end of the meeting, representatives of Latvian enterprises presented a banner to CNIPA to show their appreciation.

    International Cooperation in Order to Facilitate Patent Application

    In the face of international cooperation and competition regarding the comprehensive approach to IPR protection, the China National Intellectual Property Administration (CNIPA) has long developed its goal to better serve the reform and opening-up. Internally, it has been exploring the actual needs of domestic innovation subjects whereas externally it has been strengthening overseas cooperation and exchanges as well as dissemination and application of IP results. CNIPA carried out a series of international work-sharing programs on patent prosecution, effectively speeding up the process of overseas patent application and prosecution for domestic innovation subjects and helping the innovation subjects going global.     Shen Changyu's Interview with Xinhua News Agency:Creating a Holistic IPR Protection Framework for Quality Improvement

    CPC General Secretary Xi Jinping has pointed out that the protection of intellectual property rights (IPR) plays a key role in the modernization of the country's governance system and capability, high-quality development, the happiness of people's lives, the overall landscape of the country's opening up, and national security. Since the 18th CPC National Congress, China has made historic achievements in IPR protection. In the future, how will we further build a holistic protection framework and comprehensively strengthen IPR protection? How to effectively promote the transformation of China's intellectual property work from being quantity-oriented to being quality-oriented?
